CAS rollout in 57 cities in 4 years
The roll-out of the Conditional Access System (CAS) will become mandatory in 57 cities in the country in a phased manner between January 2008 and March 2011.
 
The Telecom Regulatory Authority of India (Trai) was giving final touches to its draft report on the matter, sources said, adding the report would be submitted to the Ministry of Information and Broadcasting (I&B) soon.
 
Under CAS, cable channels are routed through a digital set-top box and consumers have to pay only for the channels they watch. At present, CAS is operational in parts of Delhi, Mumbai, Kolkata and Chennai.
 
Trai will hold a meeting with stakeholders including cable operators, multi-system operators (MSOs) and broadcasters tomorrow to discuss the final draft of the proposal.
 
Some of the cities on the CAS radar include Jaipur, Pune, Hyderabad, Bangalore, Nagpur and Chandigarh.
 
The move will enable digitalisation of cable channels as recommended by a Planning Commission sub-committee report submitted to the government earlier this year. Currently, about 95 per cent of the 72 million houses with cable television receive cable via analogue mode.
 
“We expect the information and broadcasting ministry to notify CAS roll-out dates in advance so as to give time to cable operators, MSOs and set-top box manufacturers to plan a smooth implementation of CAS,” Ashok Mansukhani, president of MSO Alliance, told Business Standard.
 
But the decision on mandatory roll-out of CAS in the remaining areas of Delhi, Mumbai and Kolkata will be taken separately by the information and broadcasting ministry.
 
“We should be able to notify the expansion of CAS in the rest of the three metro cities very soon. We may meet the stakeholders once more before a notification to this effect is brought out,” an official in the I&B ministry said.
 
According to cable industry sources, Trai proposes to implement CAS in 40 cities initially and expand to other cities later.
 
“We are very happy with the role of Trai on CAS implementation. Now it is up to the I&B ministry to move forward on CAS and announce dates in advance for a smooth roll-out of CAS,” Roop Sharma, president, Cable Operators’ Federation of India, said.

If this indeed happens broadcasting and media distribution stocks could see a real frenzy. Let us see when the Govt. actually comes out with that guideline.
 
The fact that international players are taking stakes in DTH ventures indicates that something like this should be coming around. These foreigners would not invest playing blind.

One thing which we should be on a look out for is that 2009 is the year for elections and will the Govt. make mandatory CAS just prior to elections? I hope they do but something tells me that we should not go overboard until they actually do it.

That is true Basantji..We should not count the eggs before the elections..

BTW what would be average impact to an average household budget due to CAS ? I know there may be so many variables.. But from somebody who has converted from cable to CAS in these major cities..can you guys give some indicators how much did it impact your household cable bills ?
Often we forget there's a company behind every stock,and there's only one reason why stocks go up. Companies go from doing poorly to doing well or small companies grow to large companies.

The average household will not be affected much because he was in any case paying money the money was not being forwarded to the MSO and the broadcaster by the last mile cable operator who used to collect it form our homes.
 
This move should add more then US $ 4 billion to the pocket of Indian broadcasters and MSO's and all this money would come at zero incremental cost.
 
But average cable budget for all channels that a household watches should hit Rs 400+ in 3-4 years.

The Telecom Regulatory Authority of India (Trai), in consultation with the cable and broadcast industry, has proposed a three-phase rollout of the conditional access system (CAS) in 55 cities between June 2008 and June 2011.
 
The first phase will begin from June 1, 2008, and cover 19 cities including Jaipur, Hyderabad, Bangalore, Noida, Navi Mumbai and Gurgaon, among others.
 
The second phase will be effective from June 2009 involving 18 cities while the last phase, which will also cover 18 cities, will come into effect from June 2010. CAS would be rolled out in 55 cities by 2011, with options for other cities to join in, a Trai source said.
 
The phased rollout of CAS has been done so as to give ample time to set-top box manufacturers as well as cable operators and broadcasters to gear up,” an industry source said (BS)

Seems like we are almost set for the CAS notification. This report in ET states that the committee has already presented its report to TRAI who would submit the same to the I&B Ministry by wednesday.

i read aquote from a tata sky official that the roll out of CAS will be really great news.could anyone explain how is that i thought the set top box will compete with the dth platform or can the dth itself be marketed as conditional take only what you want
understanding both the power of compound return and the difficulty getting it is the heart and soul of understanding a lot of things
