Sure for that person who was born in 2010 the addition of 3 would give 2013. Since an Infant cannot be a doctor or engineer by that time, an explanation of something good or bad happening in the family is possible. Cheiro demonstrated in his book- "Cheiro's book of Astrology, Numerology and Palmistry" of events occuring simultaneously from 17th or 18 th century taking place in Britain and France of monarchs being overthrown from power, marrriage, birth of kids,etc. Fascinating indeed!
Then we calculate the important years by adding up 2013 we get 2019, 2031....and so on.
