In my opinion, there is no clear answer to this question. A lot depends on personal circumstances and individual capabilities. However, I think that, typically, it would be OK to borrow if the amount is small percentage of networth (excluding peroperties). Again, the percentage could vary from individual to individual. Also, if interest to be paid is very attractive then also it is OK to borrow.
 
For example, I would not mind borrowing large amounts if I have to pay 8% interest rate, entire amount including compounded inetrest is to be paid back at the end of the term and term is minimum of 3 years.

No it is not ok. If you borrow the money to Invest than it is very risky for your future.
