Is this a value buy?

This quotes at 0.2 BV and about PE of 8.

Company is getting into new biz lines like loans against propery, loans for other durables etc.

Core 2-wheeler biz should do ok as some banks have withdrawn from this biz.

Q3 results have shown considerable improvement after few Qs of not so good results.

I don't know about bajaj auto finance but if u want value buy, bajaj holdings might qualify as a value buy bcos it holds many group bajaj company shares and cash and liquid funds and the value of all these comes to 810 per share and cmp is around 430 odd. But typically holding companies are very slow movers and usually move in the last leg of a bull market.
Stockmarket is a weird place. For every person who buys a stock there is a person who sells it and both think they are very smart.

holding company never  get fair value.
Bajaj auto finserve is better play. It Hold majority holding in bajaj auto finance. After splitting. We can expect focus in growth. There is growth in bajaj holding except investment value increases. But there are growth in  bajaj auto finserve.

It would seek shareholders' approval through postal ballot to set up or float domestic or offshore trusts or funds, including mutual funds, growth funds, infrastructure capital funds and also to act as financial consultants, it said.

The shareholders would consider another resolution by way of postal ballot to undertake and carry on business of providing long-term finance for development of infrastructure projects in roads, highways, power generation, export promotion parks and software technology parks, it said.

"As far as the structure is concerned, our non banking financial company (NBFC) which does lending, Bajaj Finance, we have just changed the name-it was called Bajaj Auto Finance-to reflect the more diversified nature of business that it is in. We will start by booking loans there and over a period of time as this book becomes significant enough, we could always look at spinning this off into an infrastructure NBFC or looking at other options down the line. We still don’t have a final decision on that because I think that is still a few years away, but we will start off by building this business in Bajaj Finance."
